Together, the organizations combine SIRAS Systems’ decades of experience in special education technology with MBT’s expertise in education and healthcare administration. The SIRAS team remains committed to developing and supporting practical, reliable software for educators and agencies throughout California.
Steve Ormbrek
SIRAS Manager
Steve Ormbrek founded Educational Paperwork Solutions (EPS) in 1997, which evolved into SIRAS Systems in 2008, before SIRAS joined with MBT in 2025. Before establishing the company, he spent 10 years as a special education teacher. His experience as both an educator and the parent of a child with disabilities has helped shape SIRAS’ practical, user-focused approach to special education software. Steve holds a master’s degree in educational technology, a Bachelor of Arts in educational science, and a Bachelor of Science in clinical psychology. His educational background and firsthand understanding of special education have guided the company’s development of customized information systems and documentation solutions for schools and educational agencies.
Brian Marcontell
Co-Founder and Vice President
Brian Marcontell was a co-founder and Vice President of Educational Paperwork Solutions and SIRAS Systems. He continues to play a key leadership role, overseeing client outreach and support, managing client and project relationships, and helping guide the strategic direction and ongoing development of the SIRAS program. Brian holds a Bachelor of Science in computer science from the University of California, Santa Barbara. Before joining Steve to work on EPS, Brian worked as a computer technician for schools in the Santa Barbara area and later served as Director of Technology Services for Pacific Graduate Institute. He brings extensive experience in software architecture, database systems, education technology, and the development of applications supporting California special education programs and reporting requirements.
Joe Masinter
Lead Software Developer
Joe Masinter is the lead software developer for SIRAS at MBT. He has developed software professionally since 2005 and has extensive experience with enterprise Java technologies, relational database systems, advanced web applications, and internet infrastructure. Joe plays a central role in the architecture, development, modernization, and ongoing technical maintenance of the SIRAS platform, helping ensure that the system remains secure, reliable, and responsive to the evolving needs of educators and educational agencies.
Michael Brown
Support Manager
Michael Brown is the Support Manager for SIRAS Systems. He holds a bachelor’s degree in business management and a master’s degree in education and brings more than 10 years of experience in education and customer service. Before joining SIRAS Systems, Michael served as the Blended Learning and Testing Manager for a charter school in Kern County. During that time, he used SIRAS for five years, giving him firsthand knowledge of the system from a client’s perspective. His background as an educator, administrator, and experienced SIRAS user helps him provide knowledgeable, practical, and responsive support to SIRAS clients.
